Fire Chief Rich Swain

Chief Rich Swain is a 44 year veteran of the Spanish Lake Fire Protection District. He was promoted to the position of Fire Chief in October of 2015.

APPLICANT MINIMUM QUALIFICATIONS FOR FIREFIGHTER:

1. Applicant must be at least TWENTY-ONE (21) YEARS OF AGE.

2. WEIGHT not to exceed the maximum allowable weights listed on the 1993 Metropolitan Height & Weight Tables.

3. MUST BE A CITIZEN OF THE UNITED STATES AND THE STATE OF MISSOURI.

4. POSSESS A VALID MISSOURI STATE OPERATORS LICENSE.

5. POSSESS AN EXCELLENT WORK HISTORY and attendance records as verified by employer reference checks.

6. HIGH SCHOOL GRADUATE or presentation of Missouri State Equivalency Certificate (GED).

7. MUST HAVE COMPLETED FIREFIGHTER I & II CERTIFICATION at the St. Louis County Fire Academy.

8. MUST POSSESS MISSOURI CERTIFICATION AS EMT OR PARAMEDIC

9. VOLUNTARILY SUBMIT TO A DRUG TEST and must not show a positive result for illegal drug use.

10. SUCCESSFULLY PASS A ORAL INTERVIEW BOARD EXAMINATION.

11. SUCCESSFULLY PASS A THOROUGH MEDICAL EXAMINATION.

12. SUCCESSFULLY PASS A THOROUGH CHARACTER INVESTIGATION.

FAILURE TO MEET ANY OF THE FOREGOING QUALIFICATIONS WILL CAUSE REJECTION OF YOUR APPLICATION FOR EMPLOYMENT AS PROBATIONARY FIREFIGHTER/PRIVATE.

Selection Process

DETAILED SELECTION PROCESS

I. REVIEW OF APPLICANTS APPLICATIONS: Each qualified applicant will be interviewed by the Fire Chief and Deputy Fire Chiefs. The interview will focus on general knowledge of firefighting techniques and procedures. Each interviewer will score the candidate and the three scores will be averaged.

II. ORAL INTERVIEW BOARD: 

Successful passage is 80 points. Less than 80 points will result in the candidates immediate elimination from the process.

III. PREFERENCE POINTS: All candidates successfully completing item II will be eligible to be awarded a maximum of ten (10) additional preference points based on predetermined areas of preference. They are as follows:

Five (5) extra points will be awarded for an Associate in Applied Science Degree in Fire Science.

Five (5) extra points will be awarded to military veterans who were honorably discharged from active duty with any branch of the United States Armed Forces.

IV. ELIGIBILITY ROSTER ESTABLISHED: Based on the composite score, a roster of eligible candidates, ranked from highest to lowest numerical score, will be established.

V. INITIAL SELECTION OF CANDIDATES: Candidates will be selected for appointment, subject to successfully completing Items I and VI, commencing with the highest scores on the eligibility list. The number of candidates selected will be determined by the number of positions currently available.

VI. INDIVIDUAL RECORDS CHECK: The following records may be checked: Previous employment records, driving records, police records (all candidates must authorize the release of police records of arrests and convictions), and educational records. In addition, a personal reference investigation will be conducted. A candidate will be disqualified for appointment if: (a) there is evidence of any false or misleading statement found on the candidates resume or application; or (b) records of conviction relating to the requirements for this position, including traffic violation convictions; (c) Poor employment record or character references.

VII COMPREHENSIVE MEDICAL EVALUATION: The candidate will undergo a comprehensive medical examination and evaluation by the Department Medical Physician, including drug screening. The candidate must be rendered physically capable of performing every and all aspects of the job classification for which the candidate has applied. Medical opinion rendering a candidate physically incapable of performing the necessary duties will disqualify the candidate for appointment to the position. This will be completed after an offer of employment has been made as stated in Section VIII below.

VIII. FINAL SELECTION FOR APPOINTMENT: The Fire Chief shall submit a list of the top five qualified candidates to the Fire Board for final selection. The Fire Board will interview the top five candidates on that list and make the final selection for appointment. If the top five candidates are not acceptable to the Fire Board, they may select from the other qualified candidates on the list.
