(ST. LOUIS POST DISPATCH) Clifford Zelch, one of the original firefighters of the Mehlville Fire Protection District and its chief for 30 years, died Saturday (Feb. 23, 2008) of complications of a stroke at Delmar Gardens South nursing home. He was 82 and had lived in south St. Louis County.
Chief Zelch was one of the first two full-time firefighters hired in 1954, the year the Mehlville fire district was created to replace several volunteer districts in the largely rural south St. Louis County area. He quickly rose to the ranks of captain and fire marshal. He became fire chief in 1955, one year before voters approved building three fire stations and boosting the paid force to 17 firefighters.
During his tenure, the district's suburban population grew rapidly. The district added an ambulance service in 1972 and its sixth station in 1978. When he retired in 1985, the district had more than 110 full-time firefighters.
"Cliff absolutely built the foundation for this fire district," Mehlville Chief James Silvernail said. "His thinking was way out in front of everyone else, and he was one of the most respected chiefs in the country."
Silvernail said Chief Zelch developed or planned all seven firehouses in the district, which now has 140 firefighters.
Chief Zelch was raised on a farm in the Mehlville area and graduated from Mehlville High School. He worked on the farm and was a volunteer firefighter until he took the full-time job in 1954.
In 1958, he married the former Joanne Schroeder of Mehlville. They were divorced in 1981.
While leading Mehlville, he served on a national committee on standards for fire equipment. He also worked with manufacturers to design new equipment and helped promote new state laws for ambulance services.
Chief Zelch was the first St. Louis-area chief to attend the National Fire Academy in Maryland and served as chairman of the St. Louis Fire Chiefs Association.V
In 1992, he unsuccessfully lobbied legislators to increase the number of seats on three-member fire district boards. He remained active in the Missouri Mules, an organization of firefighters.
Visitation will be from 3 p.m. to 9 p.m. today at Kutis South County Chapel, 5255 Lemay Ferry Road. The funeral service, with a firefighters honor guard, will be held at 1 p.m. Wednesday at the chapel, followed by burial at St. John's UCC Cemetery.
Among the survivors are two sons, Brad Zelch of Terre Haute, Ind., and Brian Zelch of Salt Lake City; a daughter, Holly Bulfin of Barnhart; a sister, Virgie Friedmeyer of south St. Louis County; his former wife, Joanne Zelch of South County; and seven grandchildren.
In lieu of flowers, memorial contributions may be made to the BackStoppers, P.O. Box 66927, St. Louis, Mo. 63166.
